MINUTES:  The amended minutes of the last meeting, August 10, 2008, were approved.

 

TREASURER'S REPORT:

 

Treasurer Dale Middleton submitted the following report:

 

            Aug. 10, 2008 balance   =  $ 11,640.64

            Deposits                       =  $      480.00   (dues 11 owners @ $ 40/ea., 4 keys @ $10/ea.)

            Disbursements              =  $      850.00  (security - $ 225. 

                                                                        security - $ 120.

                                                                        recording of bylaws - $ 40. to C. Anderson

                                                                        Sept. trash service - $ 40.

                                                                        LBCA Natl. Night Out - $300.

                                                                        15 keys@ $ 5. each - $75. to J. Powell

                                                                        Assoc. dues St. Leonard Vision Group - $50.

            Sept.14, 2008 balance               =  $  11,270.64

 

Dale reported that, to date, out of a total of 394 property owners, 121 have paid dues and 273 are unpaid. 

 

Regarding specific service portions of the budget, the status is as follows:

 

            Security Patrols -           $ 2,000.00 budgeted, $ 1,170.00 paid, balance of $ 830.00 

            Mosquito Control -        $    700.00 budgeted, zero paid, balance of $700.00

            Trash Service -              $    480.00 budgeted, $ 200.00 paid, balance of $ 280.00

 

 

COMMITTEES:

 

Roads & Drainage - Recently, several street signs have been stolen along Calvert Beach Rd. and various side roads.  Charlie Anderson volunteered to inventory the area to identify the location of signs that are missing and/or damaged.  This will be reported to the County.

 

It was noted that vines and branches are growing out of control at the end of Ave. D and Beach Dr.  Terrye spoke to a County representative who said it is not the County's responsibility (private property) to maintain them.  However, after the leaves are down, they may be able to trim the branches back.  Also a house on Ave. D, which has been vacant for nearly three years, has become severely overgrown with vines and bushes.  Chris Rogers will request the zoning commission to notify the owner that this unsightliness and potential health hazard should be corrected.

 

Community Watch – Charlie Bauerdorf did not attend the last meeting. Chris Bauerdorf stated that Charlie needs to report any vandalism/crimes etc that occur in Calvert Beach to inform the attendees at the Community Watch meetings.

 

Boat Ramp Keys - Two keys have been sold since the last meeting.  A motion was made and passed that, beginning next year, CBCA will issue cards (or possibly stickers) that must be displayed in car windshields by those who park at the boat ramp.  These cards will be updated and issued annually to dues paying members.

 

Beach Erosion - Heavy winds and rains caused the erosion of a large portion of the cliff North of the Ave D stairs.

 

OLD BUSINESS:

 

Sign for Parking Lot - Terrye reported that Jim Powell is continuing to gather the information CBCA needs regarding new signs for the boat ramp parking lot.  No price estimates are available yet.

 

Towing of Cars at Boat Ramp - Nothing new to report.  The policy still is that cars will be towed if improperly parked.

 

St. Leonard Vision Group - Terrye said that, whenever the next meeting of the vision group is held, she will attend and continue to advocate for the creation of a hiking/biking trail along St. Leonard Rd.  This trail is needed to address a real safety concern in the area, as well as being of recreational value.

 

Website - Charlie Anderson offered to look into finding a new server to host the CBCA website.  CBCA currently shares a server which may not be available to the organization in the forseeable future.

 

NEW BUSINESS:

 

Security Reports - In last month's report, security patrol personnel reported no major problems.  Terrye is continuing to work with the LBCA to identify what the patrol needs (frequency, duration) are for the upcoming year.  A motion was made and passed to extend current security patrols through October, 2008.

 

Results of Hurricane Gustav - Fortunately, no major problems from the storm were reported in the Calvert Beach area!

 

Welcome Letters - Terrye noted that there are two new home owner residents in Calvert Beach.  She will be sending welcome letters to each household.

 

Dogs/Trash - It appears that a resident is allowing his/her dogs to roam around unleashed and unattended in the area around Chesapeake Ave. at night.  The dogs have been getting into trash and leaving a mess.  Terrye will call the resident and inform them that she will have to call Animal Control if this continues.

 

Community Bulletin Board - Recently an issue was brought to Terrye by a Calvert Beach resident as to what can/should be posted on the bulletin board (on Calvert Beach Rd.) and for how long.  One question is the appropriateness of posting commercial advertisements vs. community messages.  Board members noted that the Long Beach Civic Association used to have a list of rules for use of the bulletin board on their website.  However, those rules are no longer posted.  Charlie offered to check with the LBCA president and find out what the rules are.  This will be discussed further at a future CBCA meeting. 

 

Other Issues - BetteJane Middleton suggested that, if there are surplus monies in the CBCA treasury account, the organization might consider finding a way to channel these funds back into the community.  For example, this could be done in the form of a CBCA sponsored, family-oriented event.  Of course, a certain amount of money always must be kept "on hand" for projected expenditures and for potential emergencies.  However, most board members and meeting participants agreed to explore BetteJane's suggestion further.  Terrye asked participants to email ideas to her for further discussion.          

 

Location for Sept./Oct. Meetings - The LBCA meeting house is not available for the Oct. meeting.  The next meeting will be on October 12, 2008 at 10:30 AM at 1819 Highland Terrace in Calvert Beach.
