CBCA BOARD OF DIRECTORS MEETING

MINUTES:  The minutes of the last meeting, August 17, 2009 were approved.

 

TREASURER'S REPORT:

Treasurer, Charlie Anderson, reported the following:

 

07/31/09 Balance =        $11,933.60

Total Receipts =                   343.32

Total Disbursements =           90.00 

08/31/09 Balance =          12,186.92

 

To date:  394 lot owners, 123 paid dues and 271 unpaid dues.

 

COMMITTEES:

 

Roads and Drainage- Nothing new was reported.

 

Community Watch -  Charlie Bauerdorf reported that States Attorney Laura Martin attended the September 14, 2009 Community Watch meeting.  Residential thefts and auto break-ins continue to be a problem.  Members of the Sherriff's department CAT team will visit homes, if asked, and do a security inspection.

 

Boat Ramp Keys - Charlie Anderson developed a parking violation "warning notice" which he provided to the towing company which services the boat ramp. Towing company drivers will check the parking area from time to time and put this notice on the cars observed to be in violation of the parking permit policy.  The towing company will keep a list of the violator's license numbers.  Per discussion at this board meeting, Mr. Anderson will tell the towing company that they have permission to tow vehicles after one violation notice has been given.

 

Mr. Anderson also reported that he has sold 45 new keys to the boat ramp.  However, he ran out of new keys and had to temporarily reinstall the old lock. He has some new keys now and will continue to distribute them.  The board approved a motion to purchase 50 more new keys. 

 

The board discussed the feasibility of installing a "port-a-potty" at the boat ramp next year for the summer season.  Mr. Anderson has a preliminary estimate of $80.00 per month, including weekly cleaning.  A decision was tabled for a future meeting. 

 

Beach Erosion - There was a discussion as to how best to secure the picnic tables at the boat ramp. Mr Anderson stated that a chain and lock would cost about  $80 However, This topic was tabled until next meeting.

 

OLD BUSINESS:

 

Revisit of Police Issues -  Chris Savage said that progress has been made on his police issue.  An alleged suspect has been charged with trespass and attempted breaking and entering. Regarding the disturbance at the boat ramp, Sgt. McCort told Mr Anderson that, in the future, it would best not to warn the perpetrators that the police have been called  It was also noted that the Sherriff's department's CAT team has been observed patrolling through the community from time to time.  Tina Murphy described a possible defect with the gate at the boat ramp and Terrye Zaremba said she would look into it.

 

Letters to Delinquent Dues Payers  - Doug Crow is developing a mission statement for the CBCA and will report further at an upcoming meeting.  It was noted that the CBCA is a civic association as opposed to a home owners association.  Thus, membership in the CBCA is voluntary.

 

Website Info Transfer - Mrs. Zaremba asked Mr. Anderson for a status on the transition of website responsibility from himself to Curt Walker.  Mr. Anderson is continuing to update and maintain the website. 

 

Training for Neighborhood Watch -  Mr. Bauerdorf stated that Neighborhood Watch training will be given on Tuesday, October 13, 2009 from 7:00 PM  to 9:00 PM at the County Resource Center (the old library building) in Prince Frederick.  Interested persons have until Friday, October 9, 2009 to register.  The training will be conducted by the County Police.

 

Reminder: Jefferson Patterson Park Green Team - On September 27, 2009 from 11:00 AM to 4:00 PM there will ba a "Green Expo" at Jefferson Patterson Park.  The expo is hosted by the Calvert County Citizen's Green Team.  There will be speakers, displays and demonstrations on how to create a greener environment in Calvert County.  Admission is free.  Related to this topic, Mr. Anderson said that, if you have an all electric house, SMECO will do an on site energy efficiency review of your home for a reasonable fee. 

 

NEW BUSINESS:

 

Calvert Crusade for Children -  Mrs. Zaremba shared information about an event, sponsored by the Calvert County Crusade for Children, on October 20, 2009 from 5:30 PM to 8:30 PM at the Elks Lodge in Prince Frederick. Small groups, led by trained facilitators, will discuss issues identified of interest to youth and adults.  School groups and teams, faith communities, neighborhood groups and service clubs of adults and middle and high school aged youth are invited to attend.  Mr. Anderson will be participating and Mrs. Zaremba encouraged any other interested parties to participate.

 

Enforcement of County Ordinance - Mrs. Zaremba reviewed some of the county planning and zoning regulations regarding property maintenance and abandoned vehicles. It was decided that, between now and the next meeting, we will make note of any observable neighborhood "eyesores" for possible follow-up by the CBCA to the department of zoning enforcement. 

 

Securing of Picnic Table - This topic was covered under "Beach Erosion" (see above).

 

Refills for Doggie Bags - Mr. Anderson said that he has enough bags on hand to last until spring.  He will make future orders through the Long Beach Civic Association and CBCa will reimburse them accordingly.

 

OTHER BUSINESS:

 

Mr. Anderson brought up two additional items.  In going through some old CBCA archived material, he found 150 37cent stamps.  He also requested topics be submitted for the upcoming Fall Newsletter.
